INTRODUCTION

 

KENAF INDUSTRY

  • Kenaf or scientifically known as Hibiscus cannabinus, is a short-term, fibrous plant that resembles a shrub. Kenaf originates from Africa.
  • The average maturation period for Kenaf tree is between 120 - 150 days.
  • Processed Kenaf sticks produce fiber and core. Both of these elements are used in the production of high quality and environmentally friendly products such as biocomposite, biodegradable utensils (BDU), panels, bedding as well as livestock feed.
  • Kenaf crops were commercially introduced through the National Kenaf and Tobacco Board (LKTN) in 2010 as an alternative crop to tobacco
  • Kenaf industri is actively developed and has became the new source of income for smallholders.

TOBACCO INDUSTRY

  • Malaysia is one of the countries participating in the World Health Organization Framework Convention On Tobacco Control (WHO FCTC) which requires the implementation of effective measures to protect the public from exposure to tobacco smoke.
  • In 2010, cigarette manufacturers started to import tobacco more from abroad due the implementation of the ASEAN Free Trade Area (AFTA) which makes tobacco prices more competitive and cheaper than the local market. Today, the local market cigarette manufacturing uses 100% imported tobacco.
  • The National Kenaf and Tobacco Board (LKTN) has been tasked to regulate and coordinate activities related to the tobacco industry in Malaysia.

1. What is  kenaf?

Kenaf or its scientific name Hibiscus Cannabinus L.   is a non-woody fibrous tree and is a short-term crop. Kenaf belongs to the family of Malvaceae   and is under the genus Hibiscus, which has similarity to the genus of cotton. The plant is also cultivated in China, Myanmar and Indonesia.

3. What kind of assistance/incentives provided in the Kenaf industry?

In order to promote Kenaf cultivation, MPI through LKTN provide smallholders with RM2,385/hectare kenaf crop incentives for fiber production and RM3,000/hectare for kenaf seed production. Other incentives include agricultural inputs such as fertilizers and pesticides, mechanical services, high quality kenaf seed supply and kenaf purchase incentives.

 

4. What is the subsidiary legislation for the tobacco industry under the supervision of NKTB?

The Tobacco Industry is subjected to the National Kenaf and Tobacco Board Act (Act 692) and the National Kenaf and Tobacco Board Regulations 2011 (Tobacco and Tobacco Products Licensing).
